Do We Need a Banlist?

Dear players of Artech, Battle City I would like to warn you about a possible Card Limitation List. This list would reduce the amount of cards that can be used in a deck. As Founder of Artech, I created the cards to be played to have no need of any banlist or limitation but it's clear as yugioh by nature is never fair so is hard to spot every flaw in every card. I would love to hear your opinions about these cards i will list and the Card Limitation List idea in general.

These cards I suspect for Limitation:
#1. Kaiser Colosseum:
This card is being abused in IRL meta and is clearly having an impact in the gameplay of Artech as well. I find myself using this card in a deck that stalls to win and a lot of times there is no outs to it. Decks like Fire Stall and Unicorn/Light Beat abuse Kaiser Colosseum and burn or make +1 with it.
Suggestion: Limit card to 1 copy per deck

#2. Exile Force:
This card was once limited to 1 at one point of yugioh history, and after letting this card being used for Artech I can see why no but is not as bad since we don't use Reinforcement of the Army. The reason behind why I am considering limiting this card is because it will reduce the amount of times a "cheap" monster removal will occur. This card would not need limitation if Giant Rat wasn't in the RPG but Giant Rat is more essential than Exile Force so for that reason I'm touching Exile Force and not Giant Rat.
Suggestion: Limit card to 2 copy per deck

#3. Draining Shield:
This card lets games go longer than what they should, at times making large plays into dust. I'm considering limiting this card to reduce the amount of games that last until deck out. Not to mention Draining Shield has no counter except Obsidian Dragon which can only be ran in 1 version of a deck.
Suggestion: Limit card to 2 copy per deck

#4. Burden of the Mighty:
This card had it coming, provides such an advantage that players are stuck using smaller monster or else there boss monsters will become an embarrassment. I want to reduce this card's amount for the reason that I want to invoke more creative plays and less continuous BS.
Suggestion: Limit card to 2 copy per deck

Post telling me your opinions on any of these choices I made. Depending on the feedback I might actually make a Card Limitation list or I might now. I could add other cards depending on your thoughts, ect.

I will mention that there are quite a few different cards that can get rid of Kaiser Colosseum, many of which can be bought from the out of box singles.

spell shattering arrow
twister
double cyclone


if going for a stretch/not cards bought as singles, then these too:

tornado
blast with chain
that water card that tributes itself

not saying whether it should/should not be limited, just something to consider

Case is there is cards that negate those s/t destroyers also when a backrow is filled from a stall a kaiser won't get popped and stall the game till deck out.

Cards I'd consider adding are Hunter Owl and Solar Flare Dragon. They create a lock, and at this point in the game, it's hella lame.

ummm no..... Owl and solar dont need to be banned. The reason being there's so many things to get rid of them and even ways to just counter them completely. Aside from that maybe like blast might wanna get limited. Its a good card but it does quite annoying .-.

Not necessarily banned, but limited or semi-limited would be nice.

There is no need to limit these cards. If anything (IF ANYTHING) maybe Hunter Owl to 2 because it simply gains too much attack and is a easy summon with kamakari but I don't think is really that necessary.

there are tons of ways around kamakiri though. Ekibyo, Blast with chain, Yomi Ship etc And most of them everybody runs in their decks
